Company Profile

Access Dental Care

Company Overview

Access Dental Care is a statewide North Carolina nonprofit dedicated to improving oral health and quality of life for individuals who face barriers to traditional dental care.

For more than 25 years, we have delivered compassionate, person-centered mobile dentistry to individuals with intellectual and developmental disabilities, frail older adults, medically complex patients, and others with special health care needs.

Our mobile dental teams provide care across 66 North Carolina counties and in more than 200 partner facilities and community settings, including nursing homes, group homes, PACE programs, retirement communities, and other residential care environments.

As a nonprofit organization, our work is made possible through the support of foundations, grants, corporate partners, and individual donors who share our belief that everyone deserves access to quality oral healthcare.

Through their support, we expand access to care, reach underserved communities, train future healthcare professionals, advance research, and advocate for meaningful change.

Our work is guided by four pillars:

Clinical Services
Delivering comprehensive dental care directly to patients with special health care needs.

Education
Training dental professionals, healthcare providers, caregivers, and students to improve care for individuals with special health care needs.

Research
Partnering with universities and healthcare organizations to advance knowledge, innovation, and best practices in special care dentistry.

Advocacy
Promoting policies and systems that improve access to oral healthcare and remove barriers for vulnerable populations.

Together, these efforts create lasting impact for patients, families, caregivers, and communities across North Carolina.

Dental Care Without Barriers.

Company History

Over twenty-five years ago, Dr. Bill Milner and Betsy Lee White saw a problem that many overlooked. Across North Carolina, individuals with intellectual and developmental disabilities, frail older adults, and medically fragile patients were going without dental care simply because they could not access a traditional dental office. Instead of accepting that reality, they chose to change it.

What began as a shared commitment to serve patients with specialized healthcare needs grew into Access Dental Care, a mission-driven effort to bring compassionate, dignified oral healthcare directly to those who needed it most. The path forward was not easy.

Today, that vision has grown into a statewide nonprofit mobile dental practice serving more than 200 facilities, including skilled nursing homes, group homes, PACE programs, and a wide range of community-based care settings. Access Dental Care teams now travel across North Carolina to deliver comprehensive, compassionate treatment to patients who would otherwise go without care.

Over the years, Dr. Milner and Ms. White have been recognized nationally for their leadership, innovation, and contributions to special care dentistry, including their impact on policy, education, and the advancement of mobile care models. Yet their work has always remained grounded in a simple principle: showing up for patients who would otherwise be left behind.
